Best way to remove rivet on hardboot cuff.

How do you remove rivets on cuffs? Shown below is the cuff rivet on my Garmont megalites. I want remove the cuff to do the forward lean mod shown here: http://splitboard.com/talk/topic/garmon ... -lean-mod/

They say to start with a small pilot hole but there's not much elaboration after that. There's also many videos and articles showing an array of different rivet removal methods so i'm not sure this is even the best way. My buckles are attached through rivets too so I want to remove those as well and do mods on them.

Also, can it be done with the dremel tools I have or am i going to need a drill/drill bits?
